Library job cuts put heritage at risk/ Colli swyddi yn y llyfrgell yn peryglu treftadaeth

The National Library of Wales in Aberystwyth is in consultation to cut around 30 jobs, mainly due to inadequate funding. Most of the job cuts will be through a mix of compulsory and voluntary redundancies.

An independent tailored review for the Welsh government, conducted last year, warned that the library had been historically underfunded and that job cuts would be the result if funding was not increased – the government’s failure to act on this warning has led to the current situation.

The National Library of Wales is an important repository of Welsh culture and heritage and also provides much-needed high value employment in Aberystwyth. In recent years the Library has already seen its workforce cut by circa 100 posts since 2010. This further 30 will leave the workforce around the 200 mark, which is far lower than comparable national libraries around the UK.

Prospect union, which represents staff at the Library, is calling for an emergency injection of cash to help the Library weather the next few months and ensure that no staff are made compulsorily redundant in the midst of a pandemic. This should be followed by a longer-term reassessment of the Library’s funding to enable it to secure its long term future.

Daniel Maney, Prospect Negotiator, said:

“As the Welsh Government’s independent tailored review highlighted, structural problems have left the funding of the National Library of Wales in a parlous state. Covid has exacerbated those problems, accelerating this deeply harmful redundancy programme.

“The Library is hugely important in preserving Welsh heritage and culture, and the institutional knowledge of its workers plays a huge part in that. Removing up to 30 posts of the already depleted workforce will have a catastrophic effect on the Library’s role as custodians of the written heritage of Wales.

“30 people who have given their careers to preserving that heritage now face being thrown on the scrapheap, in a town which can ill afford further job losses. The Welsh Government needs to demonstrate its commitment to preserving Welsh culture and provide the emergency funding we need to save these jobs.”

“There is currently a petition open in the Senedd to save the library and this has already reached the 10,000-signature threshold to trigger a debate. This shows how much the people of Wales value the library as an institution, and their cultural history – I hope the Members of the Senedd can show they feel the same way.”

Mae Llyfrgell Genedlaethol Cymru yn Aberystwyth yn ymgynghori i dorri tua 30 o swyddi, yn bennaf oherwydd diffyg cyllid. Bydd y rhan fwyaf o’r swyddi’n cael eu colli drwy gymysgedd o ddiswyddiadau gorfodol a gwirfoddol.

Rhybuddiodd adolygiad annibynnol pwrpasol ar gyfer Llywodraeth Cymru, a gynhaliwyd y llynedd, fod y llyfrgell wedi cael ei thanariannu’n hanesyddol ac mai colli swyddi fyddai canlyniadau hynny pe na fyddai rhagor o gyllid ar gael – mae methiant y llywodraeth i weithredu ar y rhybudd hwn wedi arwain at y sefyllfa bresennol.

Mae Llyfrgell Genedlaethol Cymru yn storfa bwysig o ddiwylliant a threftadaeth Cymru ac mae hefyd yn darparu cyfleoedd gwaith o ansawdd uchel y mae taer eu hangen yn Aberystwyth. Yn ystod y blynyddoedd diwethaf, mae’r Llyfrgell eisoes wedi gweld gostyngiad o tua 100 o swyddi yn ei gweithlu ers 2010. Bydd colli 30 swydd arall yn golygu mai tua 200 fydd yn gweithio yno, sy’n is o lawer na llyfrgelloedd cenedlaethol tebyg ledled y DU.

Mae undeb Prospect, sy’n cynrychioli staff yn y Llyfrgell, yn galw am hwb ariannol brys i helpu’r Llyfrgell i wrthsefyll y misoedd nesaf a sicrhau na fydd unrhyw staff yn cael eu diswyddo’n orfodol yng nghanol pandemig. Dylid dilyn hyn drwy ailasesu cyllid y Llyfrgell yn y tymor hwy er mwyn ei galluogi i sicrhau ei dyfodol tymor hir.

Dywedodd Daniel Maney, Negodwr Prospect:

“Fel y nodwyd yn adolygiad annibynnol pwrpasol Llywodraeth Cymru, mae problemau strwythurol wedi golygu bod cyllid Llyfrgell Genedlaethol Cymru mewn cyflwr enbyd. Mae Covid wedi gwaethygu’r problemau hynny, gan gyflymu’r rhaglen ddileu swyddi hon, sy’n hynod niweidiol.

“Mae’r Llyfrgell yn hynod bwysig o ran gwarchod treftadaeth a diwylliant Cymru, ac mae gwybodaeth sefydliadol ei gweithwyr yn chwarae rhan enfawr yn hynny. Bydd cael gwared ar hyd at 30 o swyddi o blith y gweithlu sydd eisoes wedi prinhau yn cael effaith drychinebus ar rôl y Llyfrgell fel ceidwaid treftadaeth ysgrifenedig Cymru.

“Mae 30 o bobl sydd wedi diogelu’r dreftadaeth honno ar hyd eu gyrfa nawr yn wynebu cael eu taflu ar y domen, mewn tref nad yw’n gallu fforddio colli rhagor o swyddi. Mae angen i Lywodraeth Cymru ddangos ei hymrwymiad i warchod diwylliant Cymru a darparu’r cyllid brys sydd ei angen arnom i achub y swyddi hyn.

“Ar hyn o bryd mae deiseb ar agor yn y Senedd i achub y llyfrgell ac mae hon eisoes wedi cyrraedd y trothwy 10,000 o lofnodion er mwyn sbarduno trafodaeth. Mae hyn yn dangos cymaint mae pobl Cymru yn gwerthfawrogi’r llyfrgell fel sefydliad, a’u hanes diwylliannol – rwy’n gobeithio y gall Aelodau’r Senedd ddangos eu bod yn teimlo’r un fath.”
