British Library pay talks stall as members prepare for industrial action

7 November 2025

Prospect members at the British Library have expressed frustration at continued delays in resolving this year’s pay negotiations. Although the Library’s pay settlement date was in August, a formal offer was not made until October, and even then, the proposal fell short of expectations, offering a 2.4% increase and an £800 underpin.

The Library has been waiting for confirmation of its settlement from the Department for Culture, Media and Sport (DCMS), which is not expected until December. In the meantime, staff have been left in limbo.

Members have voted decisively to reject the pay offer, and despite positive recent discussions, there is still no improved offer on the table.

Prospect is now seeking authorisation to hold a formal industrial action ballot should meaningful progress not be made soon.

Paula Lamont, Prospect National Secretary for Heritage, said:

“Members have waited long enough. They will not tolerate further delays or being asked to bear the impact of the British Library’s financial indecision. Staff are dedicated to delivering world-class public access to collections, exhibitions and research services, but that commitment cannot continue to be taken for granted.”

“The British Library must recognise the real-terms impact of pay restraint and ensure that its workforce is properly valued and supported. The Library is now up against the clock to come back with an improved offer that reflects the contribution and commitment of its staff.”
