Clear concern the PM is ultimate decision maker on breaches of the Ministerial Code

Prospect have responded to media reports on the inquiry into whether the Home Secretary, Priti Patel MP, broke the Ministerial Code.
Garry Graham, Prospect deputy general secretary, said:
“Prospect alongside others has been pressing for a process that is clear, open and transparent which commands the confidence of staff whilst also respecting confidentiality.
“We have seen progress in the House of Commons with regard to MPs, but not similar progress in the civil service with regard to ministerial behaviours.
“The Ministerial Code was changed to make clear the standards of behaviour expected of ministers. It was not accompanied however by a clear process setting out how staff can raise concerns. The process is opaque and does not inspire confidence. This is compounded by the fact that the PM is the ultimate decision maker and clear concerns that their conclusions will influenced by what is politically the expedient thing to do as opposed to what is right.”
