Prospect National Conference 2026: Tuesday motions
Each day at National Conference the delegates, comprised of more than 400 reps across each of Prospect’s different sectors, debate and vote on motions to set the union’s policies for the next two years.

Motion 2
Supreme Court Ruling / For Women Scotland (National Executive Committee)
Conference instructs the NEC to press for:
- Legal and advisory changes to support employers and service providers in providing trans inclusive spaces,
- Specific protections for people based on gender identity, including legal recognition for non-binary identities,
- Continued legal protection for sex at birth.
Conference agrees that Prospect must continue to present and deliver a balanced approach, acknowledging and respecting differences of view. It commits the National Executive Committee to equip representatives with information needed to uphold the rights of our trans and non-binary members and to update such advice in the light of the final guidance from the Equality and Human Rights Commission and developing case law.

- Active Support for Trans and Non-Binary Workers (Hydrographic Office)
Conference recognises that trans and non-binary colleagues need and deserve the full backing of their union in the workplace and wider society.
By endorsing TUC Motion 7 retrospectively, Prospect will confirm its position as fully supportive of trans and non-binary rights and commit this union to work with the TUC on this issue.
Conference instructs NEC:
- To fully endorse TUC Congress Motion 7
- To commit to working with the TUC in pursuit of the actions listed in motion 7.

Motion 4
Trans people must be able to use facilities which match their gender (EFRA)
Conference instructs the National Executive Committee, to:
- Campaign for the provision of gender-neutral toilets as a priority in all our members workplaces.
- Write an open letter to employers recognised by Prospect expressing solidarity with workers of all gender identities, and declaring that it should not fall to workers to police the “biological sex” of their colleagues.
- In all campaigning activities, including as part of the wider Trade Union movement, recognise and uphold the rights of transgender people to privacy, personal development, and physical and moral security.

Supporting self-identification for trans people (EFRA)
This Conference instructs the National Executive Committee to campaign for self-identification to become law in the UK, and to collaborate as appropriate with trans-led organisations and other trade unions in this campaigning.

Protecting Trans and Gender-Nonconforming Workers (revised) (UK Research and Innovation)
Conference instructs the NEC to:
- Write into Prospect policy the stance that transgender workers deserve the basic dignity of not having to out themselves every time they use a bathroom or changing facility.
- Support Prospect reps in efforts to resist trans-exclusionary workplace policies to the full extent of equality law.
- Make use of Prospect’s employment law experts during this time of changing guidance to equip our reps with accurate up-to-date information on the rights of trans workers so that our members have clarity.

- Support for Trans and Non‑Binary Workers (Met Office)
This conference instructs the National Executive Committee to:
- actively champion workplace inclusion for all, including trans and non‑binary workers across all sectors
- provide negotiators and branch representatives with updated guidance and model policies for employers, sector specific where appropriate, drawing on TUC‑level positions debated in 2025.

Trade Union Solidarity with Cuba (Channel Four)
This Conference instructs the NEC to do the following:
- Encourage donations and fundraisers for the Cuba Vive – Medical Aid Appeal, which is raising funds to send much-needed medicines and medical supplies directly to Cuba.
- Circulate Cuba Solidarity Campaign’s Urgent Call for Peace and Sovereignty to regions and branches, encouraging members to sign.
- Write to the British government urging them to reaffirm their (a) commitment to international law regarding Cuba and (b) respect for Cuba’s sovereignty.

Two-way arms embargo with Israel (Post Production and Facilities)
Conference instructs the NEC to:
- Write a letter to the government confirming that Prospect stands by the TUC in its call for immediately ending all arms trade and military collaboration with Israel in line with international law.
- Publish the letter and any eventual response to it on Prospect’s main website, and to share them across the union’s communication channels to all its members.

Conference instructs the NEC to:
- Write a letter to the government confirming that Prospect stands by the TUC in its call for implementing a total ban on all trade which aids or assists Israel’s violations of international law including with Israel’s illegal settlements.
- Publish the letter and any eventual responses to it on Prospect’s main website, and to share them across the union’s communication channels to all its members.

Defence Emergency (Royal Rosyth dockyard)
Conference instructs the NEC to:
- Campaign for the Government to commit to a level of defence spending which supports the requirements of British defence and trade policy and which delivers high quality unionised jobs for our members across the UK, including lobbying for the immediate publication of a fully-funded Defence Investment Plan.
- Campaign for the Government to pursue a closer relationship on defence with our European allies in light of changing relationships with the US.

The government’s deregulatory agenda and future threats (Health & Safety Executive)
Conference instructs the NEC to support a National Campaign to combat deregulation and safeguard the health and safety of Prospect members, working with key branches and their sectors. This campaign should focus on a call for improved resources in the HSE and other regulatory bodies.

Investment in DNOs as part of drive to Net Zero (Scottish & Southern Energy Branch)
Conference instructs the NEC to campaign for increased investment in skills and for greater alignment in pay and benefits to the standards of the best across the DNOs as part of the UK’s drive towards Net Zero.

Europe (EDF)
Conference instructs the NEC to:
- Develop and implement a strategy to persuade the Government to negotiate the deepest possible partnership with the EU, prioritising the needs of working people.
- Lead this conversation in the wider trade union movement, including within the Trades Union Congress and by working in solidarity with like-minded unions in Eueope, to build coordinated pressure for a worker-focused UK-EU relationship.
