Welsh Government review supports closer Cadw–RCAHMW Partnership to strengthen Wales’s historic services
The Welsh Government has published the review of the relationship between Cadw and the Royal Commission on the Ancient and Historical Monuments of Wales (RCAHMW). The review reports that closer integration between the two organisations offers significant long‑term potential for strengthening Wales’s historic environment services.
A cross‑organisational working group was central to the process, bringing together representatives from Cadw, RCAHMW, Welsh Government officials, trade unions, and independent heritage expertise. Importantly, representatives from trade unions were fully involved throughout the review. Jane lancastle, Prospect Assistant Secretary, attended all meetings ensuring that staff voices, workplace experience, and professional insights shaped the Group’s considerations and findings.
The group examined three options for the future relationship and concluded that a full merger could deliver the greatest long‑term benefits, subject to further detailed work on costs, strategic benefits, and safeguarding the National Monuments Record of Wales. Welsh Government has confirmed that work will now continue collaboratively with RCAHMW to explore this option in more depth
The Minister emphasised the positive engagement of staff and unions, recognising the professionalism, expertise, and commitment demonstrated across both organisations. This contribution was described as essential in shaping the review’s outcomes and will remain vital as discussions progress toward a potential integrated historic environment service for Wales.
Regular member meetings were held as the review progressed. Union members can be assured that their involvement has been visible, valued, and influential—and Prospect will continue to engage actively as the next phase of work develops.
